Why is the $10K pro-rated regionally?

The $10,000 regional grant is designed to encourage cooperation between regional local governments and leverage the limited amount of funding available. The funding is well suited to projects of common interest such as establishment of additional survey control in an area, determining accurate municipal boundaries or similar shared projects.
